The shipping fee you paid is for shipping to your country only. It pays the carrier to get your package from point A (our offices) to B (your country). The extra charge that Fedex collected at the time of delivery is customs duty. Customs Duty is a tax imposed on imports. The government requires the carrier to collect tax.
